The initial concept of the TMDL Management System was that it would include a science program to prioritize science needs, fill information gaps, update conceptual models and generally facilitate adaptive management of the TMDL. With funding for science activities drying up, the project has morphed from an active science program to a passive one that’s funded opportunistically. Progress assessment, pilot program and projects evaluation and identification of science needs is built into the TMDL Management System; these things are identified through the annual synthesis of findings and recommendations for program adjustments process.
