Performance Measure 32 - Projects Meeting Scenic Quality Standards
Definition Number of public and private projects implemented along scenic roadways or the Lake Tahoe shoreline that meet TRPA's scenic quality standards. Improving the scenic design elements of the Tahoe Basin reduces the visual impact of the built environment and improves viewscapes for both residents and visitors.

Critical Definitions

Roadway Unit and Corridor: Roadway which has been determined to have outstanding scenic value. The scenic corridor includes the roadway right-of-way and extends 100 feet perpendicularly from the edge of the right-of-way boundary (TRPA Code of Ordinances, Chapter 2). Shoreline Unit: A continuous section of lakeshore with similar landscape characteristics. Maps and supporting information are available in the Lake Tahoe Basin Scenic Resource Inventory.

Shoreline: The highest line normally covered by waters of a lake or body of water. For Lake Tahoe, the shoreline elevation is 6229.1 feet.

Scenic Best Management Practices (BMPs): Scenic BMPs are mitigation measures that reduce the visual impact of structures to promote threshold attainment. This includes the use of landscaping, building design, glass treatment, articulation, color, texture, screening, and other such techniques.

Scenic Quality Rating: A numeric measuring system which rates the scenic quality of natural landscape views from Lake Tahoe and from the Lake Tahoe Region’s main highways.

Accounting Period and Scale

Information for this PM should be compiled during the year and entered into the EIP Database by the implementing entity’s reporting manager by December 31st of that year. EIP managers will start compiling reported data in October and will continue through December each year. Any information reported after December 31st will not be included in that year’s reporting totals. Projects that have received construction permits or undergone intermediate inspections should be entered into the EIP database as ‘in-progress’ projects with expected PMs.
