Parcels with Stormwater BMPs
Performance Measure 4 - Parcels with Stormwater BMPs
Definition The annual number of developed parcels in the Tahoe Region with best management practices (BMPs) installed that emphasize removal of fine sediment particles and nutrients. To qualify, all parcels and facilities must have appropriate operations and maintenance plans. Installing and maintaining BMPs is mandated by regional ordinances, reduces pollutant loads and benefits the clarity of Lake Tahoe.

Critical Definitions

Retrofitted with BMPs – A parcel is considered to be retrofitted with BMPs when it has been awarded a BMP certificate through the TRPA BMP Retrofit Program. Both BMP certificate and source control certificate qualify as completed under this definition.

Public Facility – Public facilities include parking lots, campground, and buildings that are on land owned by public agencies, such as CTC, state parks and the USFS-LTBMU.

Has BMP Certificate – The parcel has been awarded a certificate to prove that BMPs have been installed on the property as recommended during the site evaluation.

Has Source Control Certificate – The parcel has been awarded a certificate to prove that source controls have been installed on the property as recommended during the site evaluation.

Accounting Period and Scale

Data can be collected and reported for each retrofitted parcel or facility any time after the certificate is awarded. All information from the year must be entered by the end of December of that year. The BMP Database contains information on the status of BMP compliance of parcels in the Tahoe Basin, and can be searched based on BMP status, parcel location, watershed and other values. 

Project Reporting

Data for this Performance Measure is not reported on a project-by-project basis. Instead, data is retrieved directly from TRPA's BMP Database. All BMP certificates in the basin should be included in the BMP Database to ensure accurate reporting of this Performance Measure.

Background

In March 2015, the subcategories for this performance measure were expanded to be consistent with BMP retrofit reporting done by the TRPA Stormwater Management Program.

In April 2018, this Performance Measure was updated to retrieve annual BMP certification data directly from the BMP Database. Results reported here are now synchronized on a nightly basis with the official system of record for BMP certifications. See https://tahoebmp.org for additonal details.
